Why President Yoon Suk-yeol Had No Choice but to Declare a Temporary Martial Law

1. Summary and Purpose of the Report
 
Over the past 20 years, the lefty Democratic Party of Korea (DPK) has conspired with the National Election Commission (NEC) to commit election fraud, thereby increasing the number of fraudulent parliamentary seats. Through these audacious deceptions, they have seized control of the judiciary, legislature, and media, committing acts of treason.
 
Led by Lee Jae-myung, who is the Opposition Party leader of the DPK and a criminally indicted figure, anti-state forces have undermined President Yoon Suk-yeol's administration since his election in 2022. The pro-China and pro-North Korea politicians have refused to accept Yoon¡¯s victory and persistently push for his impeachment, crippling the government. President Yoon¡¯s declaration of martial law should be regarded as a constitutional decision and a peaceful revolution to safeguard South Korea¡¯s liberal democracy.
 
However, South Korea's left-leaning mainstream media and broadcasters have misrepresented the true reasons behind the martial law, portraying President Yoon as a leader of rebellion or insurrection and bringing forth two impeachment motions against him. Currently, President Yoon has been suspended from office and awaits a Constitutional Court trial. South Korea¡¯s Free Democratic system is at stake amidst political chaos and public agitation reminiscent of the 2017 impeachment of former President Park Geun-hye.
 
This report aims to inform overseas Koreans, leaders of liberal democratic nations, and the Trump administration of the following:
President Yoon Suk-yeol¡¯s martial law declaration was a decisive action to eradicate two decades of election fraud.
The true perpetrators of rebellion are the DPK and its pro-China and pro-North Korea allies, who are attempting to overthrow the system with fabricated parliamentary power.
We urgently appeal to leaders of all liberal democracies, including the Trump administration, to strongly support President Yoon¡¯s constitutional and peaceful efforts to protect national sovereignty.
 
2. Brief Background of the Martial Law
 
On December 3, 2024, at 10:25 PM, President Yoon Suk-yeol declared a state of emergency under martial law. However, the martial law was lifted just six hours later, raising questions both domestically and internationally about the brevity of this measure. The DPK immediately filed charges of rebellion against President Yoon and detained the Minister of National Defense. On December 7, 2024, the first impeachment motion was dismissed. However, on December 12, the DPK unlawfully passed a second impeachment motion with the support of 12 defecting ruling party lawmakers, which succeeded in suspending President Yoon¡¯s duties. Prime Minister Han Duck-soo is now serving as acting president. Pro-China and pro-North Korea leftist forces are leveraging this crisis to push South Korea into a state of anarchy and threaten its liberal democratic system.
 
3. Reasons for Declaring Martial Law
 
President Yoon¡¯s declaration of martial law was a peaceful and constitutional measure to eradicate election fraud and thwart the DPK's attempts at systemic overthrow. The main objectives were:
 
1) Seizing Evidence from the NEC
Military forces were deployed to key NEC facilities in Gwacheon, Gwanak, and the NEC training centers to secure critical evidence related to election fraud. These operations were conducted peacefully, without violence.
 
2) Addressing Decades of Election Fraud
Electronic voting machines introduced during the Kim Dae-jung administration in 2002 have been exported to several countries, including the Philippines, Congo, and Kyrgyzstan, where they have been linked to election controversies. Within South Korea, suspicions and numerous irrefutable evidence of manipulation have surrounded major elections, such as the April 15, 2020, and the April 10, 2024, general elections. The result enabled the DPK to dominate parliament. In all elections, the conservative candidate of the People Power Party (Right wing¡¯s conservatives) won the actual vote but lost by a large margin in the early vote, which was a strange statistical anomaly.
 
3) Countering the DPK's Systemic Overthrow Attempts
Since the inauguration of President Yoon¡¯s government, the DPK has consistently obstructed governance while seeking to overturn the system. Despite facing multiple criminal charges, DPK leader Lee Jae-myung has used his political position to shield himself from prosecution.
 
The opposition party, led by Lee Jae-myung, attempted to paralyze state affairs by impeaching 22 key officials from President Yoon Suk-yeol's cabinet. This was aimed at protecting Lee Jae-myung, with over 16 cases of impeachment, including the Prosecutor General and the Chair of the Board of Audit and Inspection, causing significant disruption. Recently, the Democratic Party slashed the 2025 public welfare budget by 4.7 trillion won, hindering key government policies. Additionally, they revealed a pro-North Korea and pro-China stance by abolishing laws that investigate foreign espionage and stripping the National Intelligence Service of its authority to investigate election fraud.
 
4) Judicial Corruption and Media Manipulation
The DPK has exploited judicial corruption and media control to suppress investigations into election fraud. Numerous election-related lawsuitsover 120 caseswere dismissed, undermining the rule of law. The Central Election Commission is an untouchable, extra-legal organization with unchecked power, immune to any external audits. It has even refused audits from the Board of Audit and Inspection. What¡¯s more concerning is that the chairman of the Election Commission concurrently serves as a Supreme Court justice, and local election commissions are led by local judges. As a result, election-related lawsuits are inevitably dismissed by the Supreme Court. South Korea¡¯s pro-China and pro-North Korea anti-democratic forces have even taken control of public opinion polling organizations, manipulating public opinion and statistics using data provided by the Central Election Commission. This type of public opinion manipulation is a phenomenon that always precedes election fraud.
 
4. Conclusion and Appeals
 
President Yoon¡¯s martial law declaration was an emergency measure taken to protect constitutional order and South Korea¡¯s liberal democracy. However, leftist media and anti-state forces have distorted the facts to mislead the public and incite unrest.
 
Over the past four years, over 60% of conservative-right citizens, including overseas Koreans, have appealed to the president to address election fraud. We have called for the dissolution of the National Election Commission, the adoption of Taiwan-style on-site manual vote counting, and the abolition of early voting through various demonstrations and protests. However, the DPK remains silent on these demands and has concealed the president's motivation to rectify election fraud. Furthermore, aside from former Prime Minister Hwang Kyo-ahn, no ruling party politician has spoken out about election fraud within the institutional framework.
 
To safeguard South Korea¡¯s democratic system, it is crucial for liberal democratic nations and their leaders to provide robust support. In particular, the Trump administration must lend its international backing to President Yoon¡¯s efforts and collaborate to establish a fair and transparent electoral system in South Korea.

ÀÌ º¸°í¼­´Â ÀÌ·¯ÇÑ »óȲÀ» ÇØ¿Ü ¾Ö±¹ µ¿Æ÷¿Í ÀÚÀ¯¹ÎÁÖÁÖÀÇ ±¹°¡ ÁöµµÀÚ, ¹Ì±¹ µµ³Îµå Æ®·³ÇÁ ÇàÁ¤ºÎ¿¡ ¾Ë¸®°íÀÚ ÀÛ¼ºµÇ¾ú´Ù. ÁÖ¿ä ¸ñÀûÀº ´ÙÀ½°ú °°´Ù.

2. °è¾ö·É °£·« ¹è°æ
2024³â 12¿ù 3ÀÏ ¿ÀÈÄ 10½Ã 25ºÐ, À±¼®¿­ ´ëÅë·ÉÀº ¡®ºñ»ó°è¾ö·É¡¯À» ¼±Æ÷Çß´Ù. ±×·¯³ª 6½Ã°£ ÈÄ °è¾ö·ÉÀº ÇØÁ¦µÇ¾ú´Ù. ÀÌ·¯ÇÑ ÂªÀº °è¾ö·ÉÀÇ ÀÌÀ¯´Â ±¹³»¿ÜÀûÀ¸·Î Å« ±Ã±ÝÁõÀ» ºÒ·¯ÀÏÀ¸Ä×´Ù.

À±¼®¿­ ´ëÅë·ÉÀÇ °è¾ö·ÉÀº Çå¹ýÀû ÀýÂ÷¿¡ µû¶ó, ºÎÁ¤¼±°Å ô°á°ú üÁ¦ Àüº¹À» ½ÃµµÇÏ´Â ´õºÒ¾î¹ÎÁÖ´çÀÇ ÇàÀ§¸¦ ¸·±â À§ÇÑ ÆòÈ­Àû Á¶Ä¡¿´´Ù. °è¾ö·ÉÀÇ ÁÖµÈ ¸ñÀûÀº ´ÙÀ½°ú °°´Ù.

ÃÖ±Ù ´õºÒ¾î¹ÎÁÖ´çÀº 2025³â ¹Î»ý ¿¹»ê 4Á¶7000¾ï ¿øÀ» »è°¨Çϸç Á¤ºÎÀÇ ÁÖ¿ä Á¤Ã¥À» ¹æÇØÇß´Ù. ¶ÇÇÑ Ä£ºÏ¡¤Ä£Áß ¼ºÇâÀ» µå·¯³»¸ç ¿Ü±¹ÀÎ °£Ã¸ ¼ö»ç¹ý ÆóÁö¿Í ±¹Á¤¿øÀÇ ¼±°Å Á¶»ç±Ç ¹ÚÅ» µî ¾Èº¸¿¡ ºÎÁ¤ÀûÀÎ Á¶Ä¡¸¦ ÃëÇß´Ù.

´õºÒ¾î¹ÎÁÖ´çÀº ¼ºÃß¹®°ú Á÷±Ç³²¿ë µîÀ¸·Î ¸·´ëÇÑ Á¤Ä¡ ÀÚ±ÝÀ» ȹµæÇÏ°í, À̸¦ ÅëÇØ »ç¹ýºÎ¿Í ¾ð·ÐÀ» Àå¾ÇÇØ¿Ô½À´Ï´Ù. ƯÈ÷ ¼±°Å ¼Ò¼Û 120°ÇÀ» ¹«´õ±â·Î ±â°¢ÇÏ¸ç ¹ýÄ¡ÁÖÀǸ¦ ÈѼÕÇß½À´Ï´Ù. ´õ¿ì±â Áß¾Ó¼±°Å°ü¸®À§¿øȸ´Â ¾î´À ¿ÜºÎ¿¡¼­µµ °¨»ç¸¦ ÇÒ ¼ö ¾ø´Â ¹«¼ÒºÒÀ§ÀÇ ¾Æ¹«µµ °Çµå¸®Áö ¸øÇÏ´Â ÃʹýÀû Á¶Á÷ÀÌ´Ù. °¨»ç¿øÀÇ °¨»çÁ¶Â÷ °ÅºÎÇØ¿Ô´Ù.
 
´õ¿í °³ÅºÇÒ ÀÏÀº ¼±°üÀ§ À§¿øÀåÀº ´ë¹ý°üÀÌ °âÁ÷ÇÏ°í Áö¹æ ¼±°üÀ§µµ Áö¹æ ¹ý°üÀÌ ÇÏ´Â ÀÌ»óÇÑ Á¶Á÷À¸·Î ¼±°Å¼Ò¼ÛÀ» Çصµ ¸ðµÎ ´ëº±¿ø¿¡¼­ ±â°¢ÇÏ°Ô µÈ´Ù. À±¼®¿­ ´ëÅë·ÉÀÇ °è¾ö·ÉÀº Çå¹ýÀû Áú¼­¸¦ ¼öÈ£ÇÏ°í ´ëÇѹα¹ ÀÚÀ¯¹ÎÁÖÁÖÀǸ¦ ÁöÅ°±â À§ÇÑ °íÀ°ÁöÃ¥À̾ú´Ù. ±×·¯³ª ÁÂÆÄ ¼ºÇâ ¾ð·Ð°ú ¹Ý±¹°¡ ¼¼·ÂÀº À̸¦ ¿Ö°îÇØ ±¹¹ÎÀ» ¼±µ¿ÇÏ°í ÀÖ´Ù.
 
±×µ¿¾È Çؿܵ¿Æ÷Æ÷ÇÔ º¸¼ö¿ìÆÄ ±¹¹ÎÀÌ 60% ÀÌ»óÀÌ ´ëÅë·É¿¡°Ô ºÎÁ¤¼±°Å ô°áÀ» Áö³­ 4³â°£ È£¼ÒÇØ ¿Ô´Ù.
